Rudy H. Kempter

Mr. Kempter earned his engineering degree at University of Notre Dame and did graduate study in business administration at University of California.

He did engineering apprenticeship at Grumman Corporation and rocket development work for Aerojet-General Corporation.

After Navy service in WWII and the Korean War, as an aircraft maintenance officer, he became a Navy missile system program manager.

The Office of the Secretary of Defense(OSD) selected him as the Senior Value Engineer and Deputy Program Manager to start the Defense Value Engineering (VE) Program. He helped install and operate the worldwide program with 250 VE personnel.

After 8 years in the OSD through the Vietnam conflict, Kempter left federal service to form a private partnership offering VE services worldwide. Meanwhile, he did staff lecturing in engineering management and VE at the George Washington University, Engineering Education Program for over 15 years.

Kempter is a Director of the Miles Value Foundation, past president of the National Capital Chapter, past VP International of the Society of Value Engineers, member American Society of Engineering Education, Society of Cost Estimating and Analysis and Institute of Industrial Engineers.

He now serves as President of The Kempter Group and also does pro bono work to get legislation requiring VE in government and to have the Accreditation Board for Engineering Training prescribe VE as a required subject in engineering curricula.
